What is the purpose of the IDX field in the new export and should I be indexing this along with trk,date,race, and tpgm?

You don't need to use it.

Even if you included all PL's in your table you would only need to add PL to your primary key.

I just put a check mark to "SKIP" nIDX in the Import Specification file and left it out of my table.
