SA-6th race today (Sat Mar 14) was shown in the condtions as = WCL
WCL = Waiver Claiming
Horses with layoffs of 180 days or more can enter and are claimproof. This racetype was approved recently by the Cal Horse Racing Board to encourage more layoffs :confused:
HTR Users: in any race of this type (OCL is more common), you can find out which horses are in for a tag and which are claimproof by clicking the LIght Bulb and noting the "Claim Value" at the top. If there is no price listed or "N/A" the horse cannot be claimed. In this race, you'll find that #5 was the only one that was not in for a tag.
I'm wondering if a stakes horse with a layoff > 180days can be entered into one of these for easy pickings and not be tagged. Or perhaps the horse has to have been offered for a tag in the past. I'm not sure about the particulars, maybe someone has more knowledge.

California has implemented a new regulation that affects claiming races. This regulation allows an owner entering a horse in a claiming race to declare the horse ineligible to be claimed, providing the horse is coming off a 180+ day layoff and providing the horse is entering for a claiming price greater than or equal to its last start. Should an owner take advantage of this option, the horse will not have a claiming price associated with it, even though the horse is entered into a claiming race. Currently, only California has adopted such a rule, but it is possible other states will follow suit.
This rule went into effect on September 20th, 2008. Equibase has added two new race types to identify claiming races where at least one starter has exercised the option to be ineligible to be claimed:
WCL = Waiver Claiming
WMC = Waiver Maiden Claiming
To be perfectly clear, these are claiming races in every sense of the term; the only difference between a claiming and a waiver claiming race is that in a waiver claiming race, at least one horse is ineligible to be claimed in accordance with the California racing regulations.

RULE 1634. CLAIMING OPTION ENTRY
Amendment effective September 20, 2008.
1634. Claiming Option Entry.
(a) At the time of entry into a claiming race, the owner may opt to declare a horse ineligible to be claimed provided:
(1) The horse has been laid off and has not started for a minimum of 180 days since its last race, and
(2) The horse is entered for a claiming price equal to or greater than the price at which it last started.
(b) Failure to declare the horse ineligible at the time of entry may not be remedied.
(c) Ineligibility shall apply only to the first start following each such layoff.

there has been some discussion on this over at the PA board. A person or two has pointed out they are paying decent prices at times. Don't have the particulars of over the long haul tho.

I suppose if you need more horses to fill out a claim race, this is an interesting way to add to the field.
If there is shortage of horses (like I think is going to be) we may see more ingenious ways to fill fields.
We'll need to watch this.

That would be interesting to see how that plays out by trainer.
I guess we can track it from the charts - an empty claiming value should indicate it.
