I assume there are HTR Versions of Stock Market software out there that will allow the user to query data to find so called "spot plays". Do you guys know of anything like that?

Reason being, I just asked a financial expert down the hall a simple ROI question about the stocks and he looked at me like I had green hair...

There are many such programs. They are usually of two different varieties - those based on fundamental information, such as earnings momentum, price to book ratio, price to earnings ratio, etc - and technical information, such as price momentum and charting patterns. If you can be more specific about what you're looking for, I can probably recommend some packages to look at. You might also want to look at the ads in Barrons, which comes out every weekend.
Be advised that you'll be entering a very competitive marketplace with no free lunches along the way. But then horseracing is no piece of cake either...

There are several software packages available to do backtesting of trading systems. One of the better ones is Tradestation by Omega Software. They also have a real time version which of course has to be powered by a real time data feed. I have a lot of experience with backtesting trading systems and will be happy to share my experiences with you.
Backtesting can be very useful if you avoid the pitfall of curve fitting. And the best way to do that is to use a "walk forward" concept to your backtesting.

I would be interested in anything that would allow the user to run "queries" or model data. Similiar to the access testing that we do with HTR.

That depends on whether you intend to model fundamental data or technical data. They are handled by different kinds of programs. The Omega Research products that William mentions are very good for handling technical data, but there are simpler, less expensive products available as well. Since this off topic, I'll email you a list of products and websites to check out.
