Interesting little side note on the Mnr website regarding how the takeout is actually arrived at.

It seems a bit of a minor consideration, perhaps increasing the published (25% trifecta pool)take a fraction of a point or two.
After calculating a couple of "number of winning tickets" for some very large trifecta payoffs at Mountaineer recently, it looks like the trifecta pool take can actually deviate substantially, and hovers in the neighborhood of 34-36%. Ouch! Now that's creative math. Unless of course, some of the money is actually subject to takeout rates LOWER than the local Mnr rate of 25%. In this case, the actual take is in the 21-23% range.
