Gambler...I believe...(if I'm wrong I know someone here will straighten me out :D )
1 This number is the HTR number in relation to par.
Par for the race is 90...race was run in 86, this is the number after track cond.
2. Yes!
3. Post Pos

5. This is usuall the type of race. C04 = Claiming $4,000 after that is the purse value. Hope this is what you were looking for.

Hurrikane nearly got it perfect - one important distinction ....
#1 (the number next to the track condition) is the HTR Level Par. Based solely on the class, age, sex, track and conditions of that race. Use the Level Par to compare in the top header of today's race to see if the horse has been moving around in class. This number is vital when comparing shippers from tracks and class conditions that are tough to decipher. The ACL (average class level), listed on many screens in HTR, is the average of the last 3 or 4 of these. Again, keep in mind that this number is not calculated using speed or pace, just race conditions.
HTR screen (5) and elsewhere does compute race/horse pace & speed congruent with this number. But not in the pp's in HTR2001 yet.
Range for the HTR Level Par is 85-115. 115 = Breeders Cup Classic and Turf, Dubai World Cup, Prix de Arc de Triumph and 1 or 2 other races worldwide. Ky Derby = 112 or 113, restricted to 3yr olds in May.... 100 = 10k older male claimers at class-A tracks.
The level of 100 is the dividing line for determing quality thoroughbreds after age 3. Older horses that are competitive at or above level 100 will pay their way for the owners. Those below 100 are questionable and are racing for crumbs - and often have physical problems.
