The HTR "CLA" class number is more sophisticated than the simple "LEV" in Impact.

The "LEV" simply takes the class par from the race of the chosen paceline and displays it. The purpose of that is to help the user notice if the chosen line is class-worthless. If today's par = 98 and the LEV = 92 for a horse in that race, it probably means it just won a maiden claimer and cannot repeat. If the race with Par = 98 had another horse with a LEV = 105, then the horse is dropping big time in class and the handicapper better take the Impact numbers with some suspicion. The [ ] was TomCat's idea to mark these droppers for quick appraisal.

The HTR CLA is based upon several recent races and uses the performance by the horse against the par and company he faced to develop the number. In theory, the number respresents the horse's proven level of competitive ability.
